History
The Tikhvin Freight Car Building Plant is a new high-tech greenfield project that is arranged within the territory one of a Soviet industrial giant enterprises in the north-west called the Tikhvin Production Association Kirovskiy Zavod. The advantage of such location is determined by the availability of the infrastructure required for large-scale production facilities, reserved areas for future development, proximity to regional industrial productions and its integration with the transportation logistics center in the North-Western region.

On January 30th the symbolic launch of the Tikhvin Freight Car Building Plant production was carried out by the Russian prime-minister Vladimir Putin and the president of the ICT Group of companies Alexander Nesis.
Start-up of the Tikhvin Freight Car Building Plant will become a remarkable benchmark for the Russian industry. For the first time in more than half a century an innovative full-cycle enterprise has been constructed – car assembly and foundry production are integrated into a single technological complex ensuring high rate of productivity and flexibility of production. On the amount of investment, production facilities and level of the technological infrastructure it is one of the most large-scale objects in the European machine building industry

Tikhvin Freight Car Building Plant has put out to the railway network first new generation gondolas equipped with innovative Barber S-2-R increased capacity bogies. In order to undergo the controlled service the multipurpose drop bottom gondola model 12-9853 have been sent to JSC “Siberian Coal Energy Company”.

International certification body DQS GmbH in April, 2012 has granted Tikhvin Freight Car Building Plant with a certificate which proves the enterprise's quality management system accordance with requirements of the ISO 9001:2008 standard. Tikhvin plant has also been qualified with a uniform certificate of the major international certification network, IQNet.
January
The Tikhvin Freight Car Building Plant obtained the Compliance Certificate issued by the Federal Railway Transport Certification Register for the bogie of the Barber S-2-R type (Model 18-9855) with the axial load of 25 tf and the drop-bottom universal gondola with unloading gates ( Model 12-9853) designed on its base.
The Tikhvin Freight Car Building Plant and Tatravagonka a.s. (Slovakia) signed an Agreement on strategic partnership in the sphere of design, manufacture and implementation of innovation products in the railway mechanical engineering industry. The Agreement was signed within the frame of the visit arranged by JSC Russian Railways’ delegation and headed by its President Mr. Vladimir Yakunin to Slovakia. Pursuant to the document signed, Tatravagonka will secure a license for the right to manufacture and export of bogies of Barber S-2-R type and their elements to the RF.

The Eurasian Development Bank (EDB) and the State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” increased the credit line limit for the construction of the Tikhvin Freight Car Building Plant up to 660 million USD.
March
The Tikhvin Freight Car Building Plant sent to OJSC “Freight One” the first batch of freight hopper cars of the new generation for carrying out of experimental under-control operation.
The Compliance Certificate issued by the Federal Railway Transport Certification Register was obtained for the hopper car for mineral fertilizers based on the bogie of Barber S-2-R type with the axial load of 23,5 tf.

The Acceptance Commission with the participation of the Russian Railways and the Railcar-Building Engineering Centre has positively assessed the results of designing and product launching of the solid-bottom gondola of Model 12-9833.

The first prototype models of the bogie of Model 19-9855 (Barber S-2-R) with the 25 tf axial load have been produced.
March
The certificate of conformity issued by Federal Railway Transport Certification Register has been received for a solid-bottom gondola of Model 12-9833 with the 23.5 tf axial load produced for the first time in the history of the domestic transport machine building on the basis of an American design.

The first industrial equipment has been supplied to the plant.
May
The favorable opinion for a hopper car of Model 19-9835 has been obtained from the acceptance commission with the participation of the Russian Railways, Federal Agency for Ecological, Technological and Nuclear Supervision and the Railcar-Building Engineering Centre.

The agreement on intent to provide supply of 15 000 freight cars of the new generation up to the year 2014 has been signed with company Transgarant.
Within the scope of the RF President’s visit to the USA, the ICT Group and the Wabtec Corporation (USA) have concluded a revolutionary for the market Agreement for cooperation in innovation of technologies, which provides cooperative design, manufacture and implementation of innovation products used for rolling stocks for mainline railway track 1520. The Russian party has acquired the incorporeal right for the construction of Barber S-2-R bogie, its manufacture, selling, as well as granting of the license on production of new bogies to other railway engineering manufacturers in the territory of Russia and CIS countries.

The governor of Leningrad Region Serdyukov V. has ceremonially launched the first stage of the plant’s foundry production with the capacity of 6 000 tons of railway casting per year.
The installation of the first production equipment has been started in the freight car assembly production department.
August
The agreement on cooperation in the sphere of implementation of the innovation products for the railway machine building for the period of 5 years and supply of freight cars manufactured by TVSZ, including bogies of Model 18-9810 (Barber type), during the period of 2011-2013 has been signed with Freight One.
The hopper car designed by an American company has been certified in Russia for the first time ever. The Tikhvin Freight Car Building Plant has received the certificate of conformity issued by the Federal Railway Transport Certification Register for a hopper car for mineral fertilizers of Model 19-9835 with the axial load of 23.5 tf.

An innovation bogie of the Barber S-2-R type for the 1520 gauge has been manufactured. The Tikhvin Freight Car Building Plant has become the first plant among domestic manufacturers that received the certificate of conformity issued by the Federal Railway Transport Certification Register for the freight bogies based on an American design of the Barber S-2-R type with the axial load of 23.5 tf.
The Tikhvin Freight Car Building Plant has received the certificate of conformity issued by the Federal Railway Transport Certification Register for a drop bottom universal gondola and a solid bottom gondola on the basis of an innovation bogie of the Barber S-2-R type with the axial load of 23.5 tf.

The agreement on cooperation in the sphere of implementation of the innovation products for the railway machine building for the period of 5 years and supply of freight cars manufactured by Tikhvin Freight Car Building Plant, including bogies of Model 18-9810 (Barber type), during the period of 2011-2012 has been signed with Freight Two.

The agreement on cooperation in the sphere of innovation technologies, which aim is to satisfy the demands on an innovation railway product and its promotion to RF and CIS markets has been signed with the Corporation UralVagonZavod.
The bank of Khanty-Mansiysk and the Tikhvin Freight Car Building Plant have started the realization of social private & government program , which aim is to implement the large-scale program on providing the plant employees with the affordable housing of high quality.
The agreement with the Independent Transport Company for the period of up to the year 2015, which aim is to satisfy the Independent Transport Company’s demands on the rolling stock of the new generation. The company is ready to purchase up to 300 freight cars with the innovation bogie of the Barber S-2-R type in 2011.
The certificate of conformity on manufacture of a preproduction drop- bottom universal gondola of Model 12-9761 has been received.

The first prototype models of a solid-bottom gondola and a hopper car with the bogie of the Barber S-2-R type have been manufactured.

Joining the Association of Railway Machinery Manufacturers and signing of the Charter on cooperation between the Russian Railways, Association of Railway Machinery Manufacturers and Russian enterprises engaged in transport machine building, manufacturers of railway technics, units and components.

The first prototype models of a flat car for the bulk containers transportation of Model 13-9834 have been manufactured.
January
The construction of the Tikhvin Freight Car Building Plant has been started.
June
The supervisory board of the state corporation The Bank for Development and Foreign Economic Affairs (Vnesheconombank) under the chairmanship of the RF Prime-Minister Vladimir Putin has approved the participation of the bank in the financing of the plant construction.
July
The experimental production of cars with the annual capacity of 100 cars has been commissioned.
August
Prototype models of drop-bottom universal gondolas of Model 12-9761 have been manufactured.
November
The Tikhvin Freight Car Building Plant construction project has been acknowledged as the best investment project in transport machine building industry in CIS countries.
The large-scale preparatory measures have been taken, namely, clearing of buildings and constructions by removal of an old process equipment , dismantling of a wall barrier, roofs, floors of old buildings and structures. Having completed the preparatory period, the active stage of construction works was started.
